This letter was received with file regarding so-called Chief Engineer, PWD, Daman & Diu which was received from the Ministry of Personnel, Public Grievances and Pensions inquiring about a letter forwarded by Rajya Sabha Secretariat.

The same letter was forwarded to the Collector, Daman, who also happens to be the Director of Public Grievances, Daman & Diu.

This letter has referred many times in this file but a reply is not featuring anywhere in the file only reference to that reply is made.

The PIO, O/o the Collector, Daman has on record stated that they do not have any reference of the said letter but this letter was inwarded in the office of the Collector, Daman with inward number 9239 dated 16/12/2013 and they have marked it to the Superintending Engineer, PWD and the PIO has audacity to state that they have not received said letter.

Billing more than Borewells drilled in District Panchayat, Daman

I had carried out for bill prepared by the District Panchayat, Daman.

During the inspection it was observed that only four borewells were drilled on ground rather than seven as it was billed in the Bill.

In the Inspection Report I have mentioned location on which Borewells were drilled for other borewells even the Assistant Engineer could not provide any information as stated in his letter.

This Inspection Report is dated 22/05/2019 addressed to the Chief Executive Officer of District Panchayat, Daman and copy submitted to other authorities too but nothing is heard since.

This file noting is prepared by Vigilance Department to provide reply to the Lok Sabha.

This noting is signed by the Deputy Secretary (Vigilance) and down marked to the Chief Engineer (PWD).

The complaint was regarding illegal appointment of Chief Engineer and the same file was forwarded to the Chief Engineer with remark "Hence, we may return the file to the Chief Engineer PWD, Daman for further necessary action."

What actions they were anticipating from the Chief Engineer on whose illegal appointment this complaint was submitted?

The real story of Chief Engineer, PWD (Part XII)

This is again from the file prepared to give reply to the various authorities for my complaint to them.

The Administration instead of providing factual report to the Joint Secretary (UT), they provided some old reply provided to other authority.

Once again this note was prepared by so called Chief Engineer (Civil), whom the Administration says that not appointed by them and same was forwarded to the Deputy Secretary (PWD), Daman & Diu.

In earlier notings they have stated that the Chief engineer of OIDC is given authority to provide Technical Sanction to works of Public Works Department then by what authority Chief Engineer has prepared this noting on complaint regarding Chief Engineer? Do this noting comes under Technical Sanction?

This file is prepared in response to my complaint regarding functioning of Chief Engineer in PWD, Daman & Diu on non-existent post of Chief Engineer to various authorities.

Here, I have produced noting page N/19 and N/20.

It is clearly seen that noting page is prepared in PWD office and signed by Chief Engineer (Civil) and forwarded to Development Commissioner / Secretary (PWD) and who further forwarded to the Administrator of Daman & Diu. The Administrator has noted that the process for creation of post of Chief Engineer in PWD be processed.

Who has given authority to Sh. R. N. Singh to sign this file as Chief Engineer (Civil) when on the bottom of the page the Administrator has noted the proposal for creation of post of Chief Engineer be prepared.

The real story of Chief Engineer (Part X)

These are noting page at N/17 and N/18.

As mentioned in earlier posts this file was prepared for reply to provide information and also to various ministries, where I had complaint.

In this post, one can easily read that "In view of pre-page instructions of Chief Engineer". "Further, again the file is submitted on 28/09/2010 directly signed by the CE".

When Chief Engineer is signing the files, they say that there is no post of Chief Engineer in PWD, Daman & Diu.

It is clear from the above that the Chief Engineer is illegally occupying that post and functioning as Chief Engineer.
