Publication to extend Land Reforms Regulation to Daman & Diu

Administration of Daman & Diu has published draft of Dadra and Nagar Haveli Land Reforms Regulation, 1971 to be extended to Daman & Diu. This draft has provided information about changes to be made in the Land Reforms Regulation like words to be substituted, omitted, etc.


The Land Reforms Regulation is published with only changes but administration has not published original Land Reforms Regulation as applicable in Dadra and Nagar Haveli is not published with this draft neither it is available on official websites of Dadra & Nagar Haveli.
The administration has sought suggestions and objections on only 4 pages published which depicts only changes to be made whereas original regulation is said to be more than 50 pages.



I have submitted a letter in this regard to the authority on dated 14/11/2019 and the Collector, Daman invited me for personal hearing on 02/12/2019. Wherein along with Sh. Dr Rakesh Minhas – Collector, Daman, Smt. Charmie Parekh – Deputy Collector (HQ), Daman and Sh. J. L. Patel – Superintendent (Land), O/o the Collector, Daman were present.

All facts were presented to the learned Collector and he suggested that the Land Reforms Regulation is available on official websites and learned Deputy Collector suggested that you can always google it and can find this regulation. Finally the learned Collector granted me two days to check it out and submit my presentation before 5.00 PM on 04/12/2019.

As suggested by learned Collector, Daman I tried to search the same on official websites of Daman & Diu and Dadra & Nagar Haveli but could not find the said regulation.
It appears that the Administration has published this draft after blacking out the said regulation and made sure that people cannot give their suggestions and objections to the administration as sought.
It is also surprising that not a single political party raised their voice on this draft nor they have questioned this non-availability of regulation.
