Unethical proposal to amend Daman & Diu Panchayat Regulation

 

This proposal is to amend Daman & Diu Panchayat Regulation, various sections will be amended and some will be added.

In Daman & Diu at present there is no self-governance in Panchayat, District Panchayat and Municipal councils. Democratically elected members do not have effective powers, they are used as rubber stamp by the administration, all power to take effective decisions are usurp by bureaucrats.

To further their grip on local self-governance institution, the administration has proposed amendment that is give power to disqualify the members including President and Vice President. They have also proposed amendment to curtail tenure of President and Vice President to 2½ years only from presently 5 years.

In this proposal there is no information given on with what aim they have proposed this amendment hence, it is not clear what benefit will accrue from the curtailing tenure of president. If the administration thinks that curtailing tenure to 2½ years will bring great benefit than why same policy is not adopted to the Prime Minister so that same benefits can be extended to the whole nation.

Hence, this proposed amendment is unconstitutional, unethical with only aim to seize power of democratically elected members and should be rejected.
