નાની દમણ ચાર રસ્તાથી સર્કિટ હાઉસ (દરિયા કાંઠા) સુધીનો ૫૦૦ની લંબાઈનો રસ્તો પહોળો કરવા માટે જમીન સંપાદન કરવાની ઉપર મુજબની જાહેરાત બહાર પાડવામાં આવેલ છે.

સોશિયલ ઈમ્પેક્ટ એસેસમેન્ટની બેઠકમાં જાણવા મળ્યુ કે અત્યારે રસ્તો જે ૧૨ મીટરની પહોળાઈનો છે તે હવે ૧૫ મીટરનો બનાવવા જઈ રહ્યાં છે. 

રસ્તાના વર્ગીકરણનુ જાહેરનામું બહાર પાડેલ છે એ મુજબ આ રસ્તો મેજર ડિસ્ટ્રીક્ટ રોડ કે અધર ડીસ્ટ્રીકટ રોડ તરીકે સામેલ નથી. આ રસ્તો દમણ નગરપાલિકા વિસ્તાર હેઠળ આવે છે એટલે એના વિકાસ કરવાનો હક્ક પણ દમણ નગરપાલિકાનો છે.

દમણ નગરપાલિકા પાસે આ બાબતમાં માહિતી માંગવમાં આવતા નગરપાલિકા દ્વારા આપવામાં આવેલ માહિતીનો સાર નીચે મુજબ છે:

(૧) કોઈ પણ રોડની પહોળાઈ નક્કી કરવામાં આવી નથી.

(૨) જે રોડની પહોળાઈ વધારવા માટે જાહેરનામુ બહાર પાડવામાં આવ્યું છે એનાં માટે એમનું કહેવું છે કે નગરપાલિકા તરફથી મજકૂર રસ્તા માટે નગરસેવકોની બેઠકમાં કોઈ મંજૂરી લેવામાં આવી નથી.

(૩) દમણના કોઈ રસ્તાની મધ્ય રેખા નક્કી કરવામાં નથી આવી.

બાકીની જે માહિતી નથી આપવામાં આવી એ બાબતમાં એમનાં કહેવાનો મતલબ એવો છે કે રસ્તા પહોળા કરવા માટે કોઈ ઠરાવ પસાર કર્યો નથી, કોઈના તરફથી રસ્તા પહોળા કરવા દરખાસ્ત મળી નથી, દમણ નગરપાલિકાએ રસ્તા પહોળા કરવા માટે બીજા કોઈ વિભાગને જવાબદારી આપવાનું નક્કી કરવામાં આવ્યું નથી.

થોડા દિવસ પહેલાં સરકારી કર્મચારીઓ એ આ પ્રસ્તાવિત માર્ગના અસરકર્તાઓને મળી એમને મકાનો પર જમીન સંપાદનની નિશાન કરવામાં આવી છે એ પ઼માણે મકાન તોડી જમીન ખુલ્લી કરવા માટે કહયું હતુ. એમને જયારે રસ્તા, વળતર  વિગેરે માટે ખુલાસો માંગતા એમણે જણાવ્યું કે એના માટે અધિકારીઓ સાથે વાત કરવી જોઈએ.

વિચારવાની વાત શું છે?

(૧) જે લોકો આ યોજનાથી પ઼ભાવિત થયાં છે એમને કયારે જણાવવામાં આવશે કે એ લોકોએ પોતાની જગ્યા કેમ આપવી જોઈએ?

(૨) પ઼ભાવિત લોકોને કોઈ બતાવશે કે એમને વળતર કેટલું અને કયારે ચૂકવવામાં આવશે?

(૩) જો દમણ નગરપાલિકા દ્વારા આ કામને મંજૂરી આપવામાં નથી આવી તો જાહેર બાંધકામ વિભાગ, નગરપાલિકા વિસ્તારમાં કોના હુકમથી જમીન સંપાદન કરીને કામ કરવા જઈ રહયું છે?

(૪) આપણા લોક લડીલા વડા પ્રધાન શ્રી નરેન્દ્ર મોદી કહે છે "શહેરો પોતાનો સાંસ્કૃતિક વારસો જાળવી ને વિકાસ કાર્યો કરે."

આપણા સરકારી અધિકારીઓ વડા પ્રધાનની વાતને અમલમાં મૂકી વિકાસ યોજના બનાવશે?

The above announcement has been made to acquire land for widening the 500 meters long road from Nani Daman Char Rasta to Circuit House (Nani Daman beach).

At the meeting of Social Impact Assessment, it was learned that the road which is 12 meters wide at present is going to be made 15 meters now.

This road is not included either as a Major District Road (MDR) or Other District Road (ODR) as per the road classification notification issued.  This road falls under Daman Municipal Council area. So only Daman Municipal Council has the right to carry out developmental work.

The following is a summary of information provided in this regard by the Daman Municipal Council:

(1) The width of any road has not been determined.

(2) For the road which has been notified to increase the width, they said that no approval has been sought by the municipality in the meeting of coucillors for the that road.

(3) The middle line of any road of Daman has not been determined.

In the rest of the information that has not been given, he means that no resolution has been passed to widen the roads, no proposal has been received from anyone for widening the roads, Daman Municipal Council has not decided to give responsibility to any other department for widening the roads.

A few days ago, government officials met the affected people of the proposed road and asked them to demolish the building and expose the land as the land acquisition has been marked  on the houses.  When they were asked for an explanation for the road, compensation, etc., they said that they should talk to the authorities for that.

What's the point to ponder?

(1) Why should people who have been affected by this scheme give their place when they are not informed in details about this project?

(2) Will someone show the affected people how much compensation will be paid to them and when?

(3) If this work has not been approved by Daman Municipality, then by whose order the Public Works Department is going to work in the municipal area by acquiring land?

(4) Our Dear Prime Minister Shri Narendra Modi says "Cities should preserve their cultural heritage and do development work accordingly."

Will our administrative officials implement the Prime Minister's word and make a development plan accordingly?
