Outer Development Plan and General Development Rules for Daman district were published and correspondingly Daman Municipality also requested people to give representation to make suitable changes in their bylaws wherein I had also submitted a representation.
When the meeting of all petitioners was called by the Chief Officer of Daman Municipal Council, it came to light that only three (3) petitions were received and only I had submitted in individual capacity. No political parties or political leader or social worker submitted representation. Perhaps they thought that they needed to be in a good book of the government or else they will fall from grace and will have to face hardships.
All three (3) of us had one thing in common, which was regarding FSI. Generally FSI is increased everywhere whenever it is possible but Daman Municipality may be the only municipality in the world where they have tried to reduce FSI. It is worth pondering, whose brainchild could be this great idea?
Second point was related to roads. According to the Outer Development Plan, every road is to be at least 12 meters in width. There are many streets with roads which are narrower than 12 meters and if these roads are made of 12 meters, there won't be enough space left for construction after leaving space for set-back, etc. between two roads. Many of us may have been to Mumbai or other countries, they also have narrow roads then why this mentality to widen roads without any needs or demand from people and displace people? Were not Councilors elected by citizens to make their lives easier and fight for them or were they elected to RULE US?
The third point was regarding converting land into non-agruliculture. As per General Development Rules and Outer Development Plan of Daman district, there are no specific agriculture zone earmarked for the same and most of the area in the Daman Municipality are urbanisable. Since there are no specified agricultural zone, now it should not be necessary to get land converted into non-agriculture before obtaining construction permission. People should be relieved of the cumbersome, money and time-consuming process of converting land into N. A. land.
The fourth point is that the entire Daman district may be included in the Daman Municipality. The area of Daman District is 72 Sq.KM. which may be two-three wards of big municipal corporations. For such an area, Gram Panchayat, District Panchayat, municipality functions and above all Collector (District Magistrate) is there too.
Reducing all these institutions and merging it into Daman Municipality, like whole of Chandigarh functions under municipality to reduce the expenses, just like Daman and Diu expenses came down by amalgamating with the Dadra and Nagar, Haveli.
